Good catch!

Small correction though: The program gui-apt-key itself works
perfectly fine without su-to-root. Only the package's menu entry and
.desktop file uses su-to-root:

→ dgrep su-to-root gui-apt-key
/usr/share/applications/gui-apt-key.desktop:Exec=/usr/bin/su-to-root -X -c 
/usr/sbin/gak
/usr/share/menu/gui-apt-key:    command="/usr/bin/su-to-root -X -c 
/usr/sbin/gak"

This doesn't warrant a "Depends", but very likely a "Recommends"
(which is installed by default).

Nevertheless this is a missing package relation, hence bumping the
severity to RC-level.
