I have a sid box which I don't reboot often, and it currently suffers
from the same symptoms.

I'm not sure it's the same bug, but here are my observations.

Without plymouth:
Startup finished in 5.468s (kernel) + 4.736s (userspace) = 10.204s
graphical.target reached after 4.726s in userspace

With plymouth, non-graphical theme (details):
Startup finished in 5.698s (kernel) + 8.751s (userspace) = 14.450s
graphical.target reached after 8.740s in userspace

With plymouth, graphical theme (softwaves):
Startup finished in 2min 52.748s (kernel) + 8.743s (userspace) = 3min 1.492s
graphical.target reached after 8.733s in userspace

Funny thing is, with the last test, plymouth doesn't even display a
splash screen, only the console with a blinking cursor on top left corner.

Also with the last test, the shutdown is slowed down too, with the message:

A stop job is running for User Manager for UID 127

On this machine, UID 127 matches Debian-gdm.

As a side note, this machine used to have SysV as init system but I
recently (2018-04-11) switched it so systemd. I'm not sure that's
related (I don't remember if the bug hit me after the change or not),
but I specify it for the sake of completeness.
