Hi,
I worked on this for Ubuntu where it is more of an issue since for various
reasons iscsid is installed in many images by default. But even without
that it is a general improvement to not have daemons running automatically
after installing a package, especially as long as a user might not have set
up a valid config that is juts a waste of resources.

Now fortunately iscsid can be socket activated via systemd.
Fedora uses that for quite a while now and now Ubuntu switched in [1] to
also use socket activation.

Since the work we did for Ubuntu can benefit you just as much with the
changes we did almost applying as-is I wanted to let you know by filing
this bug and asking you to take a look at the changes in this [2] branch.
