Osamu, Here is a sample, simple font package that might help you document font packaging in debmake-doc. I needed to work through creating a debian/copyright file in the new format, etc. I didn't want to send something that might not be useful as an example.
You can pick and choose what you want from this. I used GPL 2+ as the license; if you want a different license for debmake-doc, let me know. In creating this, I placed a COPYING file and an INSTALL file in the original (fake upstream) tarball. They do not get installed of course, because Debian handles them in different ways. But those are standard files in a GNU-style package distribution. I also created a tiny NEWS file and README file. Those are copied, and are listed in debian/docs. I also used an override for autopkgtest (see debian/src/lintian-overrides). With the package only consisting of one TrueType font (that only contains one letter!) and some text files, I don't know that autopkgtest can test anything.
