Things have changed a bit since I submitted this bug. The 1.0.1-1 package waiting in NEW queue is linked against libblas.so.3 (which is a symlink pointing to openblas). The dependency of the resulting package can be satisfied by installing any package that provides libblas.so.3, e.g. netlib, openblas, mkl. The resulting package "libjulia1" has been manually set to Depends on OpenBLAS | Atlas | MKL. That means, without any manual change by the user, the default BLAS/LAPACK backend is still OpenBLAS. Briefly speaking, the difference is: BLAS/LAPACK backend becomes switchable, via either update-alternatives or LD_* env vars.
