The exact incarnation of the system where I observed and diagnosed my problem has changed since. Reinstalling the evms package produces Your version of /usr/share/initramfs-tools/scripts/local-top/evms - so I have no idea whatever caused my problem, but it was not a defect in the package. My fault.
