Same purpose, somewhat different program: q3 takes into account quite a few more variables, and people _may_ have to recalculate with q2 at some point (say, for litigation matters). However, they can always do so without having to rely on Debian offering a qrisk2. So, technically, it seems the right thing to provide qrisk2 and qrisk3, but q2 will/is supposed to fall into disuse sooner rather than later, so there goes ...
