Sorry for the slow response.
I believe the important bits of what is posted there now are already in
Debian/copyright. I included the link in the hope that more information would
become available and hence I (or whoever is working on the package in the
future) would be able to move more files out of files-excluded and build some
documentation/examples packages.
Unfortunately so-far that hasn't happened.
