Summing up, it looks like everybody in cc is confirming the regression happens between 4.9.130-2 and 4.9.144-3, with and without lpae, on various boards. Any chance you could check what happens with the 4.9.135-1 intermediary version that can be found on snapshot.debian.org? https://snapshot.debian.org/package/linux/4.9.135-1/ This might help narrow it down when the regression happened.
