docker.io already has a NEWS file, you can just add a new entry, by running: dch --news debian/docker.io.NEWS but I don't think it's needed... docker.io is not in stretch, so people will not upgrade it from stretch. And this issue exists since 1.13.0(long ago). -- Shengjing Zhu
