When I set up KDE's appearance, it creates a file in my $HOME called
.gtkrc-2.0 and a symlink .gtkrc-2.0-kde4 -> /home/me/.gtkrc-2.0. I think
it creates that file because I set the theme to GTK. However, when I
switch from KDE to XFCE, that file conflicts with XFCE's appearance
settings. I have to delete or move that file so that my settings in XFCE
will be properly applied.

I would suggest that KDE create and access those files in a
sub-directory in my $HOME such as the currently empty .kde/env.
I am using xfce4 4.12.5.
