It appears that Buster's version of taglib:

 ii  libtag1v5:amd64         1.11.1+dfsg.1-0.3 amd64        audio meta-data 
library

now writes ID3v2.4 tags by default (and uses the new UTF-8 text encoding
too.) This means that any program that uses this library (lots of KDE
perhaps?) will make files that are not readable by id3v2. :(

Perhaps it's time to pension off id3v2?
