According to you, the only used licenses are:

Yet I see for example a 2014 BSD2 file.
But, that one can be somewhat argued to be covered by the global license.
A more troubling part is:

While I consider copyright laws to be a crime against humanity, we are
forced to obey them.  And according to them, code without any license cannot
be distributed at all by anyone but the copyright holder.

Thus sorry, but until a license is found/granted, or this file replaced, the
package cannot be uploaded, not even to non-free.  Perhaps there's a blanket
statement somewhere?
