I sponsored an upload of trilinos_12.14.1-1_source.changes and received
the following unexpected REJECT:
Source-only uploads to NEW are not allowed.
binary:trilinos-doc is NEW.
Sure enough, trilinos-doc is not in testing or unstable:
$ rmadison -u debian trilinos-doc
trilinos-doc | 12.10.1-3 | oldstable | all
trilinos-doc | 12.12.1-7 | stable | all
