Hello Johannes!
After seeing bug #944929 closed as fixed in both unstable and testing,
I thought I could retry with mmdebstrap.
But I still get an error:
$ cd Downloads
$ TMPDIR='./'
$ export TMPDIR
$ mmdebstrap --variant=important --include=linux-image-amd64 \

user' \

As you can see, I still obtain an empty file.
Did I misunderstand the situation?
I thought it could work correctly, now...
