apologies, I missed that you set TMPDIR. When I set it, then I can reproduce your problem in an even more minimal fashion: TMPDIR='./' mmdebstrap --include=linux-image-amd64 --customize-hook='chroot "$1" update-initramfs -u' sid debian-unstable.tar I'll come back to you once I have fixed the issue.
