Is there a bug in cli-common-dev to track this? It'd be useful to
known when e.g. such a check could be dropped.

I tried digging into this issue a little bit - it looks like
dh_clideps is no longer finding PdfMod.exec.config, but it's not clear
to me why (does it run with a different $CWD now?).
