If the API is bumped whenever the generated headers would become incompatible, this should be fine. In any case, the headers included in libphonenumber-dev have also been generated against the new version of protobuf. So the remaining build issues should be fixed. However, libphonenumber-dev's dependency on libprotobuf-dev is not tight enough. Hence I'm reassigning this bug to libphonenumber-dev to tighten the dependency. Cheers -- Sebastian Ramacher
