Correct:

What I don't understand is, that apt claims that manpages-de is
Essential (or Important, whatever) just because an Essential (or
Important…) package depends on it.

I do see that it might want to apply similar rules for dependencies of
Essential packages, but the phrase "the essential package
manpages-de:amd64" is nevertheless extremly misleading and not
helpful.

Downgrading to important (sic!) as a first measure and reassigning
then to apt.

P.S. to Toddy and Helge: Sorry for the noise. You already had enough
trouble with manpages-de in the last few weeks.
