Knowing why it works OK on the real buildds would be helpful.
You can close this issue as notfound if you can confirm that it builds successfully with proj from experimental. I don't use sbuild. I used pdebuild with --use-pdebuild-internal to not require the build dependencies outside the chroot for the clean target.
