I've no idea Vincent.  I just looked at what it does, -- it copies
permissions and ownership from current conffile to new.

Thinking about it I expect the same behavior, to preserve whatever
local permission changes are made.  In this case: if you already
had this file enabled for resolvconf, the new version stays enabled
too.

You may ask dpkg people about this.  I don't really care if it is
documented or not.
