Try the same set of steps without elpa-helpful, and the upgrade still
fails with

    Install emacsen-common for emacs
    emacsen-common: Handling install of emacsen flavor emacs

At this point dh-elpa is not involved. It seems most likely to be an
Emacs 28 bug, but I guess it could also be an issue with
emacsen-common.
