I found some more information: lwin_toggle and alt_shift_toggle work fine when the environment (language) is set the hebrew (for switching to hebrew) but don't show anything when it is set to english. lwin_switch on the otherhand works ok either way. There seems to be a difference between Mode_switch and ISO_Next_Group in this respect.
