The mirror list in the installer comes from https://tracker.debian.org/pkg/choose-mirror , which is not maintained by the mirrors team. As you can see, its update frequency is fairly irregular. (As it's a package, this also means that an upload will by default only affect builds of the installer in unstable; separate uploads would be needed to affect the bookworm / bullseye installers.)
