I would like to salvage your package mppenc by following the Package
Salvaging procedur which is described in Developers Reference[1].  Your
package is fulfilling the following criteria for the salvage process:

  - Bugs filed against the package do not have answers from the
    maintainer.
  - There are QA issues with the package.
