I am very _very_ sure that it does not come from riseup-vpn. org.kde.breeze is not even present anywhere in the source code. I don't think so -- riseup-vpn does not depend on that plugin anywhere. This looks more like something is wrong with your install - some mix/match of package? Are plasma plugins installed properly?
