Bug#1076236: dh_numpy

Hi. I just ran a few more experiments, and found a problem: dh_numpy is
in python3-numpy and not in python3-numpy-dev. So I can't cross-build by
installing python3-numpy-dev only. Can dh_numpy be moved to -dev?
