I just tried to copy /usr/bin/dh_numpy /usr/share/numpy3/versions
into an amd64 chroot with python3-numpy-dev:arm64 installed, but no python3-numpy installed at all. This was sufficient to cross-build for arm64. So moving those to -dev would probably be good.
