I don't think it ever did that, as far as I know? From https://github.com/home-sweet-gnome/dash-to-panel/blob/f0af17687f625bf03fa644cfe9e2bb765ff7ec92/src/extension.js#L89 it looks like it notifies when the installed version changes, not when there's a new release that isn't installed.
