Dear Maintainer,

Out of the box, ircII does not show UTF-8 characters properly. I couldn't see
how to change this with a cursory check and perhaps it is easy to configure but
in any case I think this should work by default in Debian.

Example output from ircii:

<xx123> yyy45, do you have problems with my apostrophes (�@Y) too?

Corresponding output in webchat.oftc.net:

[17:40] <xx123> yyy45, do you have problems with my apostrophes (’) too?
