If not, then the Debian sources themselves should be announced as a fork of the original package and maintenance should continue as a native package, potentially with other distros referring the the Debian fork as the new upstream. Based on https://repology.org/project/xfireworks/versions it indeed seems that this package only exists in Debian and the Debian is now in effect a fork of the long gone old original version.
