From my point of view this technically doesn't make much sense, since
de_DE, de_BE and de_LU are identical, having de_BE and de_LU is only
some kind of "compatibility" for the users in BE or LU, so they can
use the dictionary in their locale and don't have to use de_DE.

For de_CH and de_AT this is different, since de_CH doesn't use 'ß' but
'ss' and de_AT has some additional austriazisms included.
BTW: de_LI is an "alias" for de_CH.

So splitting de_BE and de_LU to separate packages, would mean that
these packages are completely empty, but depend on de_DE and contain
just one "alias".  To keep consistent, I'd also had to split out de_LI
from de_CH into a separate "alias" package.

This would be technically possible.  But doesn't this discriminate
de_BE, de_LU and de_LI users?  I don't know, how many of them exist or
even if there are any and if for a de_LU user it is common to use
de_LU or for simplicity use de_DE.  But since Debian is a general
distribution, it may be a good idea to support such minorities, too.
So I personally am a little undecided, what's better.

@Rene: What do you think about removing de_BE, de_LU and de_LI from
the hunspell dictionaries?  As far as I can see, these were included
when migrating the myspell dicts from openoffice to igerman98 based on
your code in 2003, so they seem to be your idea.
