Hi, There is no "BE and LU languages". Thus is German.
For the rest Roland already said everything. (AT and CH get their own packages for language differences (afaict, maybe I am wrong, CH also contains a LI symlink...) If this was removed this would be <https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1109253> reiterated with a different language and lesser impact, but... And yes, shipping a package just for a link doesn't really make sense. But I wouldn't object as long as the links stay in a package. But as said, as that one is German... Regards René Am 26.
