Hello.

My newly installed Debian 13 system still has a non-empty
/var/log/lastlog file, and I used the regular debian-installer
(not the live images) to install it.

If the file exists and it's not empty, it means somebody is still
trying to write to it.

I'd like to make this proposed change in base-files after the last
program trying to write to the file stops doing so.
