So you are saying that you are unable to reproduce the issue on a
freshly-installed trixie virtual machine, aren't you?

If this is the case, please try to make the virtual machine more
similar to your real system, one step at a time, until you find what
triggers the issue.

'/etc/ssl' is world-readable, isn't it?
Except for '/etc/ssl/private', of course...

But anyway, the issue should not be permissions-related, since you told
me that apt-listbugs fails even within apt (hence run with root
privileges)... So maybe this is red herring...
