It's not the package definition itself (the libzstd1-dbgsym package does not define any Conflicts), but the fact that it contains the same file for both amd64 and i386 - apparently the build ID is the same. I will take a bit deeper look at that and see if this is a result of something omitted while building the package or if it may just happen with ELF libraries and debug symbols.
