From a quick grep it looks like python3-py is used by a single test.
I'm afraid it's much deeper than that. The entire test suite is built around the udir class from py.
It could be migrated away from it, but it's going to be a few hours work.
cffi originated from pypy, so it shares common infrastructure. There may not be interest in migrating away from shared code.
