I'm not sure when we introduced this regression but in trixie and
unstable the info file for the for the bugscripts contains an empty
PACKAGE_VERSION (unless experimental version):

bookworm: 
$ cat /usr/share/bug/linux-image-6.1.0-41-amd64/info
RELEASE='6.1.0-41-amd64'
DISTRIBUTOR='Debian'
SOURCEVERSION='6.1.158-1'
PACKAGE_NAME=linux-image-6.1.0-41-amd64
PACKAGE_VERSION=6.1.158-1

trixie:
$ cat /usr/share/bug/linux-image-6.12.57+deb13-amd64/info
RELEASE='6.12.57+deb13-amd64'
DISTRIBUTOR='Debian'
SOURCEVERSION='6.12.57-1'
PACKAGE_NAME=linux-image-6.12.57+deb13-amd64
PACKAGE_VERSION=

unstable:
$ cat /usr/share/bug/linux-image-6.17.13+deb14-amd64/info 
RELEASE='6.17.13+deb14-amd64'
DISTRIBUTOR='Debian'
SOURCEVERSION='6.17.13-1'

and for experimental though:

PACKAGE_NAME='linux-base-6.18-amd64'
PACKAGE_VERSION='6.18.2-1~exp1'

In the experimental branch we have PACKAGE_NAME as well pointing to
linux-base-6.18-amd64 instead.

I suspect we have some issues somehere introduced in the substitution
logic for PACKAGE_NAME and PACKAGE_VERSION?
