I'm sorry. I just check the current upstream version 1.8.0.40.g6f3d5e9b+dfsg, it has not the /usr/bin/ilur file exist now. The source code file DevIL/src-ILU/ilur/ilur.c is exist, but upstream don't use cmake to build it. so the current libdevil1c2 package only has .so files, no other binary file.
