The new upstream version change to use Cmake to build.

I can't find any *useful* SSE3 string in source code now.

I run the following grep to search in top level source code:
grep sse3 * -r -i -n

DevIL/src-IL/include/config.h:37:SSE3
DevIL/src-IL/include/config.h.cmake.in:37:SSE3
DevIL/NEWS:148:- fixed SSE3 check
DevIL/NEWS:193:- Altivec,SSE,SSE2,SSE3 checks completed

I find that:
SSE3 string in config.h* is comment out.

DevIL/NEWS is only version changelog.

IMHO, Debian buildd of i386 will not enable SSE3 default.
so this bug will not exist now.
