Well, library transitions in Debian are typically "smooth transitions", which means that the new library package (different SONAME requires different package name) to migrate to testing *while the old library package remains*. I expect the transition than disappears from the tracker, because for most purposes, the transition is not so interesting anymore (it's under "(almost) Finished transitions" on [1]). We still need to ensure that the old library package gets removed from testing however. Typically when rebuilds fail, we'll file bugs, but in this case the package in unstable changed to not allow us to rebuild the binaries in the regular way. It's not a big drama, but we'll need to ensure it gets resolved eventually. That's one of the main reasons why out-of-sync packages are considered RC after 30 days.
