Hrm; I'm not seeing that user agent. I suspect fastly is intercepting the request and returning the 503 even before it hits bugs.debian.org. I suspect if you switch to bugs-master.debian.org or bugs-buxtehude.debian.org you won't see any 503 errors, but that's not a configuration we want running in production.
