I cannot reproduce this in a clean chroot/container, either upgrading
from 1:1.18.6-1 -> 1:1.18.6-2, or from 1:1.18.5-1 (current
stable/trixie) -> 1:1.18.6-2. There aren't any piuparts failures for
this package either.

Are you trying to do something unsupported like upgrading across
multiple stable releases all at once? Can you share your last entries
in e.g. /var/log/apt/history.log ?
