Ok, I was right -- there is a Lintian warning if I change permissions on that file. However, by my read of ยง10.10 (Permissions and owners), I'm allowed to deviate from policy as long as my change is secure. Since 0666 is what the code is expecting for this file anyway, I think this change meets the spirit of that exemption. I'll upload a new package shortly.
