I don't use MRs, so those are not helpful for me.

Ideal for me is a proposed patch attached to the bugreport. But for
simple changes like this, simply describing the change is fine - I will
likely refine the proposed patch anyway, and for simple changes that
means I am likely to fully redo it from scratch.

Thanks for asking! Also, thanks for suggesting a more future-oriented
change - I don't like that, however: I prefer rely on upstream core
principle about semver versioning.
