The standard for a Debian bug isn't that it can only be fixed by Debian developers, but that it is a bug in the software we ship in Debian.

In fact we do often fix bugs in advance of upstream by way of patches, if it seems necessary. True, I wouldn't do that in that case; but you aren't the package maintainer and you didn't consult with the package maintainer.
