I've submitted again to mentors. This should hopefully fix the build
issues and others I've noticed (reproducibility, crossqa, etc.).

* Add Breaks/Replaces for gambdoc (Closes: #1138243).
* Updating to version 4.7.4 of the standards.
* Make generated documentation reproducible under parallel builds.
* Fix install race while relinking shared libraries (Closes: #1138230).
* Disabling OpenSSL due to use of deprecated bindings.
* Build only the core when cross-compiling.
* Mitigations for incomplete builds due to OOM.
