Our system has detected the upload of ns3 3.48-1 as being a transition risk: it
drops binary packages that other packages in unstable still depend on. A change
like this normally needs to be coordinated with the Release Team and uploaded
to experimental in the meantime.

There you can either confirm the rejection (so you can re-upload to
