I went ahead and looked again at the list of affected packages. 2 were fixed in the mean time, without the bug having been closed (updated the bug status accordingly). For the rest, I created patches and submitted them to the bug reports (aside from packages which use dh_movetousr conditionally). This resulted in 2 more uploads and 2 bug fixes pending. So we are currently down to 24 open bug reports, 2 pending. So I hope the list will further shrink significantly before forky is released.

That said, one maintainer (Christoph Berg) explicitly asked for dh_movetousr not to be removed until LTS falls out of support [1].

On a similar note, the Linux kernel package is also affected [2], and they even backport to ELTS (via freexian).
