As found it is dblatex still trying to use a deprecated interface, which has been removed in latest version of french babel. I have created a pull request to dblatex, which fixes the build error. I just need to check, if there are other drawbacks.

AFAICT there is no drawback; I've marked the Merge Request [1] as final. I've left some comments regarding the change in the header of the patch. Let me know if, when the package was uploaded so I can add a breaks statement to package texlive-lang-french.
